The purpose is to verify to what extent the adoption of a management excellence model would contribute to improving the results that the Rural Development Groups (RDG) achieve in the management of the development of their territories. The development of the rural territories of the countries is a key issue that is still to be resolved. Failure to do so has consequences in terms of equity and migration to large urban centres. Approaches to rural development have usually had a practical basis of trial and error in the implementation of public policies, rather than a grounded and contrasted theoretical basis. To what extent to adopt a model of excellence in the management of the development of the rural territories will depend on the extent to which the criteria and relationships between criteria that are intrinsic, for example, to the EFQM 2013 model, have validity in the context of the development of the rural territories. Some hypotheses have been formulated to assess the relationships between the criteria of the EFQM model. Partial Least Squares-Structural Equations Modelling (PLS-SEM), and Necessary Conditions Analysis (NCA) are used. The results support the validity of the EFQM model for the implementation, evaluation, and improvement of quality in the field of development of rural territories.
